Federal Pacific & Zinsco Panel Replacement in the Twin Cities

Federal Pacific (Stab-Lok) and Zinsco panels are a recognized fire hazard — their breakers can fail to trip during an overload or short. If your home has one, replacing it with a modern 200-amp panel is strongly recommended and increasingly required by insurers. Three Rivers Electric replaces them, typically for $7,700–$9,500.

Why Federal Pacific (Stab-Lok) panels are dangerous

Federal Pacific Electric “Stab-Lok” panels were installed in millions of homes from the 1950s into the 1980s. Independent testing later showed their breakers can fail to trip during an overload or short circuit far more often than they should. A breaker that does not trip lets the circuit keep drawing current and overheat — the exact condition that starts electrical fires. Because the flaw is in the breaker design itself, there is no safe repair; the panel needs to be replaced.

Why Zinsco (and GTE-Sylvania) panels are dangerous

Zinsco panels — also sold under the GTE-Sylvania name — have a similar problem. Their breakers can melt or fuse to the bus bar, so the breaker looks like it is off while power still flows, and it may not trip during a fault. Overheating and arcing at the bus are common findings. Like Federal Pacific, the safest fix is full replacement with a modern panel and breakers.

How to tell if you have one

Open the panel door and read the label. Federal Pacific panels usually say Federal Pacific Electric or Stab-Lok, often with red breaker strips. Zinsco panels have distinctive multi-colored breaker handles and may say Zinsco or GTE-Sylvania. Not sure? We identify it for free during a safety inspection.

Will your insurance require replacement?

More and more Minnesota carriers flag Federal Pacific, Zinsco, fuse boxes, and undersized panels — sometimes surcharging the policy, sometimes declining to renew until it is replaced. Upgrading to a modern 200-amp panel typically resolves it. We hand you the permit, the passed-inspection record, and clear documentation your insurer can accept.

What replacement involves

We pull the electrical permit, coordinate the Xcel disconnect and reconnect, and install a modern panel sized for your home — most homeowners move up to 200-amp service. Minnesota’s 2023 code adds a whole-home surge protector and an outdoor emergency shutoff, both included. The work is typically done in a day, inspected, and warrantied.

Frequently asked questions

Are Federal Pacific and Zinsco electrical panels really dangerous?Yes. Federal Pacific (Stab-Lok) and Zinsco panels have a documented history of breakers that fail to trip during an overload or short circuit, which lets wiring overheat and can start a fire. Decades of field failures and independent testing are why electricians and insurers treat them as a safety hazard that should be replaced.
How do I know if I have a Federal Pacific or Zinsco panel?Open your panel door and read the label. Federal Pacific panels usually say Federal Pacific Electric or Stab-Lok, often with red breaker strips. Zinsco panels (sometimes labeled GTE-Sylvania) have distinctive colored breaker handles. If you are unsure, Three Rivers Electric will identify it for free during a safety inspection.
Will my homeowners insurance make me replace a Federal Pacific or Zinsco panel?Increasingly, yes. Many Minnesota insurers now surcharge or decline to renew policies on homes with Federal Pacific or Zinsco panels because of the fire risk. Replacing the panel with a modern 200-amp service typically satisfies the carrier, and we provide the permit, inspection sign-off, and documentation insurers ask for.
How much does it cost to replace a Federal Pacific or Zinsco panel in the Twin Cities? Most replacements run $7,700 to $9,500 installed, depending on amperage and service-entrance condition — about $7,700 for a like-for-like 100-amp panel up to $9,500 for a 200-amp upgrade. Minnesota 2023 code also adds a required whole-home surge protector (about $527). We give a firm written quote after a free visit.
Can the breakers just be replaced instead of the whole panel? No. Replacement breakers for Federal Pacific and Zinsco panels share the same design flaws, and safe modern breakers are not made for these panels. The only reliable fix is replacing the entire panel with a modern, code-compliant one. Three Rivers Electric replaces it and coordinates the Xcel disconnect and city inspection.
How long does it take to replace the panel?A standard panel replacement takes most of one day, roughly 4 to 8 hours. Your power is off for part of that time while Xcel disconnects and reconnects the service and the inspector signs off. We schedule the Xcel coordination so you are without power as briefly as possible.
